The San Diego County Board of Supervisors made a smart call in deciding not to place a ballot measure before voters that would ban the county government from entering into “project labor agreements” giving preferential treatment to union labor on public works projects. Given the $100,000 cost to hold an election on the measure, supervisors figured out it made more sense to simply approve an ordinance banning PLAs. The conservative makeup of the board makes it unlikely the ordinance will be overturned any time soon. Still, if there is someday a countywide vote on PLAs – as Supervisor Dianne Jacob says is quite possible – union leaders are going to need to craft better arguments. Asserting that PLAs are too complicated for voters to understand, as a labor official said, isn’t a very smart way to win friends and influence people.
